AI news on November 4, 2026: Voters turn against data centers in the midterms, OpenAI agrees to buy Pierre

Following up

  • How schools and lawmakers answer Google's Search condition: Sen. Richard Blumenthal and former FTC chair Lina Khan criticized it on November 3 and 4, and Google said on X on November 3 that schools are in control.
  • Whether Nvidia confirms the reported 49% cap on Chinese customers: No news yet.
  • Kimi K3.1 Pro's weights, due November 4: Moonshot AI published them on Hugging Face by the deadline, under its own Kimi K3.1 Pro License.
  • Anthropic's reply to Senator Warren: No public answer yet.

A Wednesday when the AI buildout met the ballot box. In the November 3 midterms, local votes on data centers went against development almost everywhere, and candidates who ran against the buildout won in Ohio and Texas. OpenAI agreed to buy Pierre, a small company that makes Git storage for coding agents. Two quieter stories fit together: Tencent's Hy4 is sold through routers and gateways such as OpenRouter and Vercel, and Anthropic's FlashProve is a prototype for proving that a router served the model it claims.

Stories from this day

  1. Chips & Infrastructure
US Voters Side Against Development in All but One of 41 Data Center Ballot Measures

CNBC counts 41 local data center measures on November 3 and says voters sided against development in all but one, in Harwood, North Dakota. Another tracker counts 45, with 33 restrictions passed and six more projected. My read: Gina Hinojosa unseated Greg Abbott six weeks after Abbott froze state permits for data center projects, and none of these counts is certified yet.

  2. Business & Funding
OpenAI Agrees to Buy Pierre Computer Company to Build Git Storage for Codex Agents

OpenAI agreed to buy Pierre Computer Company, whose Trees and Diffs libraries already run in the Codex app and whose Code Storage keeps code in Git for agents. No price was given. My read: it came two days after OpenAI described Pando, its own Git backend, and said it was exploring ways to share that technology with users.

What it means for you: If you store agent generated code on Code Storage, OpenAI says you can keep using it after the deal closes, but its features are set to move into Codex and no end date has been given.

  3. Models & Releases
Tencent Releases Hy4 With Vision and Computer Use, Open Weights Promised Later

Tencent released Hy4 with image understanding and computer use, at the same API price as the August preview. In Tencent's own table, Hy4 has the top score on 1 of the 14 rows that are not internal tests and trails Kimi K3.1 Pro on 11. My read: Tencent calls it one of the strongest open source models, yet the weights are still unpublished.

  4. Research
Anthropic Releases FlashProve, a Cryptographic Proof That a Reply Came From the Claimed Model

Anthropic released FlashProve on November 2: a proof that a reply came from committed weights, without exposing them. On Llama 4 Maverick it proves about 110 tokens per second on one H100, at roughly 70 to 95 times the GPU time of serving. My read: TechCrunch reports no plans to deploy it at any lab, so it is a research path for now.

Toto's note to self

I want to see the certified counts for the data center measures and whether Hinojosa keeps Abbott's permit freeze. Tencent's Hy4 weights and system card have no date yet, and Anthropic's reply to Senator Warren and Nvidia's 49% figure are still open.
